The CPNP portal for notification of cosmetic products

What is CPNP?
The Cosmetic Product Notification Portal (CPNP) is an online notification system. Through the CPNP the competent authorities and the poison centers can have access to some information necessary both for the surveillance and analysis of the cosmetic market, and to define the medical treatment in the event of an accident.

Who should notify?
According to Regulation (EC) No. 1223/2009, the use of the CPNP has become mandatory since 11 July 2013.
All cosmetic products placed on the European market must be notified on the CPNP portal.

  • Notification as Responsible Person: when a cosmetic product is placed on the European market for the first time, the responsible person is required to transmit all the information requested by the portal, including the original label through a notification.
  • Notification as distributor: If a product already exists on the market of an EU member state, the distributor is required to transmit the elements of the product label translated into the official language of the country of destination.

When to notify
As established by Article 13 of Regulation (EC) no. 1223/2009, responsible persons and distributors must notify through the CPNP before placing a cosmetic product on the EU market.

Notification alone is not enough
It should be noted that if a product has been successfully notified through the CPNP it does not necessarily mean that this product complies with all the requirements of Regulation (EC) No. 1223/2009 on cosmetic products. The responsible person must ensure compliance of the products with the regulation.
